Morocco | Governance and women’s political participation | 12 October 2026
Following her appointment in late September, Fatima Ezzahra El Mansouri has secured a reported four-party coalition agreement. The parties together hold 207 parliamentary seats, above the 198 needed for a majority. On 16 October, King Mohammed VI presided over the appointment of a 32-member government led by El Mansouri. Fouzi Lekjaa became economy and finance minister; the foreign affairs and interior ministers retained their posts. The coalition’s 207 seats give it a parliamentary majority.
Her appointment marks a change in women’s representation at the highest level of government. It does not, on its own, show that everyday rights or economic opportunities for Moroccan women have improved. The monarchy continues to exercise substantial constitutional powers.
The Observatory records the appointment and reported coalition agreement as political developments, not as evidence of wider gender-equality reform.
