Kampala, Uganda | GBV and public accountability | Court proceedings reported 6 October 2026

Two Kampala city enforcement officers appeared before Buganda Road Chief Magistrate’s Court following allegations involving a 23-year-old university student. The complainant said an encounter with enforcement personnel led to sexual assault.

Ismail Osena was charged with rape. Julius Mukisa faced a separate cyber-harassment charge concerning alleged messages sent in late September; he denied the allegation. The magistrate’s court could not try the rape charge, and investigations were continuing at the time of reporting.

Charges are not convictions. The court must establish responsibility. The case raises questions about the conduct of people entrusted with public authority.
