Namibia’s Petroleum Amendment Bill passed its second reading in the National Assembly on 20 October. The proposed law would create a petroleum regulator within the Office of the President.

President Netumbo Nandi-Ndaitwah’s administration says the arrangement would speed up decisions and retain checks and balances. Opposition lawmakers argue that it could concentrate too much power over an important national resource. Some also question whether administrative changes were made before receiving legal authority.

The bill is not yet law. It must undergo committee scrutiny and further parliamentary consideration. As Namibia prepares for possible oil production around 2030, the rules governing licensing, supervision and accountability deserve close public examination.
